DULUTH, MN – Duluth Police said late Saturday they are conducting a Use of Force Review following an arrest caught on video Saturday morning on Grand Avenue in West Duluth.
The arrest happened during a traffic stop just after 10:30 near North 46th Avenue West and Grand Avenue.
Police pulled over 2004 Red Ford Mustang. The 31-year-old female driver was driving with a revoked license, police said.
During the stop, officers recognized the man in the passenger seat as Jacob Martin Schroers, 21. Police say Schroers had an active violation of probation warrants for Felony Possession of a Short-Barreled Shotgun, Felony Fleeing Police Officers in a Motor Vehicle, and Misdemeanor Domestic Assault.
Police also say the officers had recent information that the man may have been in possession of a handgun.
When they attempted to arrest Schroers, police said he began actively resisting arrest. Officers used forced to overcome Schroers' resistance, a news release stated Saturday night. Police say after Schroers was medically cleared, he was booked into the St. Louis County Jail. It wasn't immediately clear of the man was hurt.
A portion of the incident was recorded and circulated on social media by a woman claiming to be Schroers’ girlfriend. In the video, the man is heard yelling “help me” and “I can’t breath".
At one point, a police officer is seen putting his hands around the Schroer’s neck and pushing his head down in the car.
An officer can also be heard saying, "Stop resisting. You're under arrest. How many times have we told you that?"
Police say they are conducting a Use of Force Review on policy, tactics, and training which includes analyzing body worn and vehicle camera footage and reviewing police reports.
