Indianapolis Mayor Joe Hogsett has announced who will serve on a committee that will conduct an independent review of the police response to recent protests.
The Response Review Committee, or RRC, will look at how law enforcement handled demonstrations, evaluate officer adherence to current departmental policies and provide recommendations on prospective policy changes.
The review will be fully independent from the city administration, and the Indianapolis Metropolitan Police Department has "pledged transparency and complete cooperation throughout the process," a city news release states.
Hogsett's office will publish the final report in its entirety by the end of the calendar year.
The RRC will be made up of the following people:
- Deborah J. Daniels, who is a partner at Krieg DeVault LLP. Daniels is a former U.S. Attorney and U.S. Assistant Attorney General who has previously conducted an independent review of USA Gymnastics and was involved in the nation’s response to the September 11 terrorist attack.
- Myra C. Selby who is a partner at Ice Miller LLP and former associate justice of the Indiana Supreme Court. Selby chairs the Court’s Commission on Race and Gender Fairness and previously directed healthcare policy for the state of Indiana.
- Dr. Sean L. Huddleston, president of Martin University. Huddleston previously served as Vice President and Chief Equity & Inclusion Officer for the University of Indianapolis, and on the advisory board for the Indiana Diversity Council.
“I want to thank the members of the RRC for their expert leadership in what will be an independent, comprehensive assessment of our law enforcement response during a crucial moment in our nation’s history,” Hogsett said in a statement. “This review will give our community a clearer understanding of the events that transpired at the start of this month, and will be a guiding document for tailoring law enforcement responses in the future.”
The announcement comes days after IMPD's response to protesters from May 29 to May 31 resulted in a lawsuit against the city.
On Thursday, the American Civil Liberties Union of Indiana filed a lawsuit against the City of Indianapolis over the use of tear gas, pepper balls and other crowd control methods during the protests.
The federal lawsuit was filed in the U.S. District Court for the Southern District of Indiana on behalf of Indy10 Black Lives Matter and three individual protesters who demonstrated against police brutality.
It calls for the IMPD to immediately stop the use of chemical agents and projectiles on protesters, stating that this form of crowd control is a violation of the First Amendment.
