The McDonough city council approved the concept plan review for new apartment complexes off state route 155 / Zack Hinton Parkway as part of their meeting on Monday, October 19. The concept plan review was required per zoning conditions placed on the property in 2004.

The city council in 2004 annexed the subject property into city limits and rezoned the land to RM-75 (multifamily housing) with conditions allowing up to fourteen (14) units per acre. The present-day council members were asked to consider the design and layout of the project.

The first part of the plan review was approved by the city council in April 2019. Since that time, a second apartment complex for senior housing has been incorporated into the plan.

The development will be located south of McDonough High and Middle School. A spine road will be built off state route 155 bisecting the 77.50 acre property. The residential construction will be offset from the state highway to preserve the road frontage for future commercial development. The future commercial area consists of 23.24 +/- acres and is approximately 650’ in depth.

The spine road will consist of a boulevard-style center median with one 12’ travel lane, 2’ bike lane and sidewalk in each direction. Two roundabouts will be constructed along the roadway at entrances to the residential units.

The development’s intersection with state route 155 will be constructed according to Georgia DOT requirements. GDOT requires a traffic impact analysis by the developer that will determine the length and need for turn lanes at the intersection, but a traffic signal is not expected when first opened. A signal may be installed in the future if the state’s warrants are met.

A second emergency access only entrance point consisting of a gravel roadway will be built off Cedar Road at the southeast corner of the property. Council member Craig Elrod was the lone vote against the concept plan review following concerns about the second access point and the fire department’s ability to respond to an emergency if the main entrance becomes blocked.

The two apartment complexes will construct a total of 470 units. The first project will construct ten three-story apartment buildings on 28 +/- acres located to the north of the spine road. Units include the following:

  • 36 one-bedroom units
  • 132 two-bedroom units
  • 120 three-bedroom units
  • 288 total units

The second project specifically for senior housing will construct one four-story building containing 150 units and 32 cottages. The senior housing will be located south of the spine road on 21 +/- acres. The unit breakdown includes 78 one-bedroom units, 88 two-bedroom units, and 16 three-bedroom units for a total of 182 units.

The developer for the project, Dominium Apartments, plans to build affordable housing at 60% area median income (AMI). The project is required to remain within the affordable housing program for at least fifteen (15) years. Rents are expected to be $825 per month for one-bedroom units, $988 per month for two-bedroom units, and $1,127 per month for three-bedroom units. Income limits will be between $34,740 – $53,640 for the family units and $34,740 – $39,720 for the senior project.

Construction of the project is dependent on McDonough lifting its moratorium on new connections to the city water system. The council voted at its October 1 meeting to issue a six-month moratorium for staff to study the city water system and develop a plan for expansions or modifications to the water plant capacities and limitations on the city’s surface water withdrawal permit issued by the state. A similar moratorium was first issued in March 2020.
